Iranian National Standards (ISIRI) for Water and Wastewater Treatment Plants

Access to clean and safe drinking water is a fundamental human need. Given population growth, industrial development, and dwindling freshwater resources, water treatment and wastewater management have become crucial issues for governments. Standards serve to ensure quality and safety, as well as to prevent potential harm to human health and the environment. In Iran, the     Iranian Institute of Standards and Industrial Research (ISIRI) is the  primary institution for setting and monitoring standards. It is responsible for defining and implementing the necessary standards and regulations for water, treatment plants, and wastewater.


Introduction to ISIRI and its position

The Iranian Institute of Standards and Industrial Research (ISII) is the oldest official standards organization in Iran. It is responsible for establishing national standards and monitoring their application in the manufacturing, import, and service sectors. In cooperation with organizations in the health, environmental, and industrial sectors, the institute has     developed numerous recommendations and technical standards for the treatment and disposal of drinking water and wastewater.

There are three main categories of regulations in the field of water supply and wastewater disposal:

  1. Drinking water quality standards.

  2. Standards for materials, components and equipment for water treatment plants.

  3. Standards regarding the quality and maximum discharge limits of wastewater from industrial, municipal and hospital operations.


Drinking water quality standards

One of the most important Iranian national standards in this area is Standard No. 1053, which regulates the physical and chemical properties of drinking water. This standard establishes permissible limits for minerals, heavy metals, nitrates, nitrites, sulfates, chlorides, total hardness, alkalinity, and other chemical parameters.

Standard No. 1011 also regulates the microbiological properties of drinking water and prohibits the presence of pathogenic bacteria such as fecal coliforms and E. coli. According to the standard, drinking water must show no signs of microbial contamination and must be regularly tested for safety.


Standards for water treatment plants

Iranian national standards define specific requirements for water treatment plants in domestic, industrial, and semi-industrial settings. The most important of these requirements are:

  • Quality of the extracted water     : The physical, chemical and microbiological parameters of the water extracted from the device must comply with national standards.

  • Safety of materials and components    : No materials such as lead, cadmium or other heavy metals may    enter the water from  the internal components of the device (such as tank, filter, resin and accessories     ).

  • Electrical and mechanical safety     : Devices  containing motors or pumps  must comply with electrical and hydraulic safety standards to avoid hazards to consumers.

  • Performance and durability testing     : The devices must undergo quality control tests to ensure their performance over a defined period.

Wastewater treatment regulations

Wastewater disposal in industry, municipalities, and hospitals is crucial because discharging contaminated wastewater into the environment can damage water and soil resources and pose a risk to human health and that of other organisms  .    To address this problem, standards organizations, in collaboration with environmental protection organizations, have established a set of limits within which wastewater may be discharged or reused.

These limits include criteria such as     biological oxygen demand (BOD), chemical oxygen demand (COD), suspended solids, heavy metals, phosphates, nitrates, temperature, color, and odor     . For example, BOD and COD levels must be low enough that they do not significantly reduce the dissolved oxygen content in rivers and lakes.

The regulations also stipulate whether wastewater     may be discharged directly into surface waters or whether additional treatment is required. Furthermore, various limits are set for the use of agricultural wastewater to prevent contamination of soil and crops.

  • Some standards are not compatible with new cleaning technologies     .

  • In some parts of the country, field monitoring is inadequate     and there is a lack of laboratory equipment.

  • The high cost of standard equipment     could deter some     manufacturers or consumers from strictly adhering to the standards.

  • Lack of     education and public awareness regarding the importance of using standard equipment and systems.

Improvement strategies

To address these problems and improve standardization, the following measures can be considered:

  1. The standards are constantly reviewed and updated to reflect global trends.

  2. Strengthening cooperation and trust in laboratory networks to facilitate access for producers and consumers.

  3. Raising public awareness of the importance of standards     through lobbying.

  4. The government is supporting local producers to reduce the costs of regulatory compliance.

  5. Developing international cooperation to align Iranian standards with generally accepted standards.
